A Mary Fowler brace, the second with virtually the last kick of the game, was enough to earn the Blues a 2-1 win at Meadow Park.
The Australian opened the scoring when she found the top corner after being fed through by Vivianne Miedema, but the hosts responded before the hour.
The equaliser came when Rebecca Knaak was judged to have brought down Stina Blackstenius inside the area, with Mariona Caldentey firing home from the spot.
City were awarded a penalty of our own minutes later, but Fowler’s effort was saved by Daphne van Domselaar.
But the Blues weren’t deterred by that setback, striking the post twice and going close late on through a Jill Roord header.
The game looked destined to go the distance but, with the final attack of the game, Fowler worked the ball onto her left foot and found the bottom corner to seal City’s place in the League Cup final.
