Shaw got the scoring going five minutes in with a fine close range finish, nudging Lauren Hemp’s cross beyond Chiamaka Nnadozie.
That same pair linked up again 10 minutes later, but this time Shaw finished with a powerful header that left Nnadozie with no chance.
Charles made it three almost immediately afterwards, crashing into the box and hitting low and hard into the corner for her maiden City effort.
Olivia Garcia and Caitlin Hayes brought the visitors back into the game before the break but City held firm after that to earn a crucial three points.
