Bersant Celina gave the visitors the perfect start when he put City 1-0 up in the 15th minute but two goals in two minutes from Shaq Coulthirst and Emmanuel Sonupe around the half hour mark turned the tide in Spurs’ favour.
However, Angelino ended the first period on a high, netting the equaliser to make it 2-2 going into the half-time break.
That completed the scoring, meaning for the second time this season, City and Spurs shared the spoils.
City had been well short of their brilliant best when Everton travelled to the Academy Stadium last time out, going down to a 1-0 defeat in their first game of 2016.
Their second promised to be a stiff examination against the side lying in third place in the U21 Premier League table, who included England international Andros Townsend in their XI.

A win would move the Blues to within two points of their hosts, and they got off to the perfect start.
Just a few minutes after Brandon Barker saw his shot come back off the line in the 11th minute, Celina clipped home from close range as he pounced on Angelino’s shot which had deflected through kindly.
Spurs defenders appealed for offside but referee Christopher O’Donnell waved away the protests and City held the advantage with 15 minutes on the clock.
That lead would last for around a quarter of an hour as, in the 32nd minute, Coulthirst added to his portfolio of goals scored against City with a neat finish from 18 yards out after the visitors had failed to clear their lines.
Two minutes later, the North Londoners completed the turnaround after Townsend found Sonupe in the box with a good cross and the 19-year collected, turned and struck past Angus Gunn to make it 2-1.
City recovered well from the set-backs of losing their lead and going behind and they found the equaliser with one of the final kicks of the first half.
Angelino ghosted in from the left channel and fired into the net for his first goal since returning from his loan at New York City FC.
Spurs had the first chance of the second half when Andros Townsend cut inside from the wing and shot but Gunn was equal to the effort and Sonupe could find only the sidenetting with the rebound.
Although there were half chances for both sides in the remaining minutes, the game would end, just as it did in the home match between these sides, as a score draw.
