The Blues, beaten in the FA Cup final last May by Wigan will look to avenge that defeat with a home tie at the Etihad on either September 24 or 25.
The teams have met in the League Cup three times before. In 1982 City drew 1-1 at Springfield Park in the second round first leg before winning 2-0 at Maine Road in the return. In 2002 Wigan enjoyed a third round triumph, winning 1-0 at the JJB Stadium.
