Aguero has missed the last two matches with a muscle problem, while De Bruyne hasn’t played since early November after injuring his knee in training.
Pep Guardiola believes both a nearing a return but says the game at Stamford Bridge comes too soon.
“No, both cannot play tomorrow,” he said. “Both will be back soon.”

Chelsea manager Maurizio Sarri has hailed City as the best team in Europe, but Guardiola disagrees and believes complacency is the biggest threat to our title chances.
“Thank you [to Sarri] but we are not the best,” he said.
“We have to win the titles and we didn’t win the titles to be best team in Europe.
“Thinking that it’s not necessary to improve, that would be the most dangerous thing. We can do better.
“The job he is doing is excellent. People don’t know how hard it is to create a style. He is going to do that.
“In pre-season when we played in the Community Shield, it was there. The team already played like he wants.
“He needs time. Maybe they don’t play for 90 minutes but for 55, 60, 75 minutes they are excellent.”
