City: Kevin Be Bruyne is in contention to start after coming off the bench against Brighton.
Fellow midfielder Fernandinho is also fit but Benjamin Mendy will not play.
Watford: Gerard Deulofeu has recovered from the dead leg he suffered against West Ham and is expected to start at Wembley.
Jose Holebas is available after the Football Association rescinded his red card in that match against the Hammers on the final day of the league season.

A 13-minute second-half Raheem Sterling hat-trick sent City on their way to a thoroughly deserved 3-1 home win over the Hornets back in March.
Gerard Deulofeu pulled one back for the visitors within a matter of seconds of coming off the bench, but the Blues remained in control and saw the game out comfortably.
