The defender will spend the 2024/25 campaign with the Tigers, who finished seventh in the Championship last year.
Burns makes the step up having enjoyed a successful loan spell at Stevenage in 2023/24, featuring 43 times in all competitions as the Boro finished ninth in League One.
Their first season back in the third tier since 2014, the 21-year-old was instrumental in helping Stevenage record the fourth-best defensive record in the division.
Having joined City from Southend United as a 13-year-old, Burns signed his first professional contract in July 2020, going on to help our Elite Development Squad claim the Premier League 2 title under Enzo Maresca that season.
A senior debut would follow soon after, with the defender starting in our 6-1 Carabao Cup win over Wycombe Wanderers at the Etihad Stadium in September 2021.
After signing a new long-term deal which takes him through to 2027, Burns would join Championship side Swansea on loan for the rest of that campaign, before helping our EDS retain the PL2 crown for a third successive season in 2022/23.
His spell at Stevenage would follow, with the defender making the step back up to the second tier as Hull set their sights on a push for promotion.
Everyone at Manchester City would like to wish Finley the best of luck on his loan move to Hull City.
