The City No.9 struck on 25 minutes, powerfully sending an angled header past the keeper after a fine cross from 18-year-old Club Brugge winger Antonio Nusa.
And it was a Premier League double for the Norwegians at the Ullevaal Stadion when Arsenal’s Martin Ødegaard doubled the hosts’ lead on 33 minutes, with the impressive Nusa again providing the assist.
Haaland and Ødegaard would both go close again before the break, but Georgia went in 2-0 down at the break.
Though Norway looked for the goal that would kill the game off, it was Georgia who scored the only goal of the second half when Budu Zivzivadze pulled one back in added time to ensure a nervy last few minutes for the home side.
Norway’s win means Scotland will have to wait to at least until the next international break have their qualification confirmed, with the Norwegians effectively needing to win their three remaining games to have any chance of progression.
Norway are two points behind second place Spain who also have a game in hand in Group A, with Scotland leading the way having won all five of their qualification games so far.
Haaland completed the full 90 minutes and has now scored four goals in the qualifying phase.
