The Ivorian played in the win over Aston Villa last time out, but is still struggling with a heel injury and will not feature at Carrow Road.
He will join Kevin De Bruyne, Fabian Delph and Samir Nasri on the sidelines, with that trio expected back after the international break.
Manager Manuel Pellegrini said: “The same three players - Nasri, Delph and De Bruyne are out and expected back after the internationals.
“This week Yaya Toure has a problem in his heel - same as Liverpool. Yaya is out. We’ll see how he improves next week. We don’t know (about Kyiv) yet.”
“It’s important to have the players back. I hope that after international break they will be fit for the rest of the season and that can be very important.”
With games running out in the title race - City have 10 games remaining - Pellegrini knows City cannot afford to drop many, if any, more points.
Navas: Away goals will come
“We don’t just depend on what we can do,” he reflected. “It’s important because Tottenham, Leciester... we cannot have the same points as them if they win all their games.
“If that happens we must make sure it’s because they won theirs not because of us not winning.
“It depends how the pressure is managed. We don’t have the margin of error and we need to win our games.
“We have played well in three of our last four games and that it what we must focus on.”
City last visited Carrow Road in the FA Cup in January and left with a comprehensive 3-0 win.
Pellegrini is expecting a different game this time however, especially against a side fighting relegation.
“I always say when you must play a side that are fighting relegation it’s difficult, because they don’t have too much to lose,” Pellegrini added. “And they must win their points at home. We will find a difficult team there.”
Finally Pellegrini admitted that the next three-game spell in eight days could be crucial to City’s season with Dynamo Kyiv and United following on from the Canaries clash.
“It’s very important because if we win next two in Premier League games the pressure will be on others.,” he said.
“For our team we must win if we want to be involved in the title. If we can qualify for the Champions League quarter finals that’s another achievement.
“I hope we’ll do it but for now we must just think about Norwich.”
