The 24-year old opened the scoring for the Lionesses in Nashville before a Gilly Flaherty own goal and a Babett Peter penalty secure the win for Germany.
England boss Mark Sampson named Duggan in the starting XI alongside MCWFC team mates Jill Scott, Demi Stokes, Steph Houghton and Karen Bardsley while Lucy Bronze and Izzy Christiansen were named on the bench.
The opening goal of the game came in the ninth minute when Duggan latched on to Alex Greenwood’s cross to send a glancing header into the bottom corner to give the Lionesses the lead.
Bardsley’s first real save of the game came seven minutes after the opener as she was aware to the danger to deny Tabea Kemme from 20 yards out.
Melanie Behringer was next to test the England shot stopper but her long range effort was easily saved by Bardsley.
Germany pushed for an equaliser late in the first half and had a good chance in the 44th minute, only for Houghton to throw herself in front of the ball to prevent Mandy Islacker’s shot hitting the back of the net.
The two sides continued their midfield battle in the second half as England looked for a second goal of the evening. Scott tried her luck from long range but it was straight at Laura Benkarth.
Germany thought they had levelled the score in the 75th minute but Alexandra Popp was adjudged to be offside in the build-up and the goal was ruled out.
However, Silvia Neid’s did draw level just a minute later when Sara Däbritz’s low cross took a deflection off the unfortunate Flaherty to send it past the outstretched hand of Bardsley to make it 1-1.
The 31-year old was then involved in the action in the 78th minute as she pulled off a good save to deny Däbritz before Germany took the lead two minutes later.
Popp went down in the area under a challenge from Fara Williams and referee Katja Koroleva awarded a spot kick.
Babett Peter stepped up to take the penalty and placed the ball in the bottom corner despite the best efforts of Bardsley to secure the win for Germany.
