Captain Houghton will be rested for the fixture as planned in advance.
Striker White, meanwhile – who marked her comeback to the international scene after injury by scoring against Germany in Saturday’s Wembley friendly – is also rested to help manage her training load.
The pair will return to Manchester ahead of the build-up to City’s return to FA Women’s Super League action at home to West Ham on Sunday.

Also out of the squad are defender Alex Greenwood (ankle) and striker Jodie Taylor (back) who are both injured for the Lionesses final game of 2019.
Five City players – Ellie Roebuck, Lauren Hemp, Jill Scott, Demi Stokes and Keira Walsh - remain part of Phil Neville’s squad for the fixture in in Ceske Budejovice.
