The City duo both started for the Matilda’s at the Brentford Community Stadium, getting the better of their Club team-mates Esme Morgan, Chloe Kelly, Lauren Hemp and Jess Park in the process.
Ellie Roebuck and Laura Coombs were unused substitutes on a forgettable night for the Lionesses.
Chelsea’s Sam Kerr opened the scoring after half an hour after pouncing on a defensive lapse from the European Champions, before setting up Charlotte Grant midway through the second 45 to seal the victory.
The hosts were below par throughout proceedings but threatened early on when Hemp almost set up Alessia Russo.
However, the City winger – who was wearing a face mask to protect a broken nose sustained in Thursday’s Finalissima win over Brazil – was forced off in the 28th minute having struggled with the injury.
Hemp’s departure affected the Lionesses, who were unable to muster any genuine opportunities against a side who they will consider a rival for the World Cup this summer.
Young winger Park, enjoying a successful loan spell at Everton this season, was introduced late on as Sarina Wiegman’s side looked for some late inspiration, but it was Raso and Fowler who came away from West London with the win.
Yui Hasegawa played the full 90 minutes as Japan lost 1-0 to Denmark in a friendly match at Nature Energy Park in front of 5,000 supporters.
The decisive effort was an own-goal in the 78th minute by Moeka Minami.
Filippa Angeldahl played the full 90 minutes, too, as her Sweden side drew 3-3 in a home Scandianvian friendly against Norway.
Julie Blakstad played the second half for the visitors, coming on after the break for Anna Jøsendal.
And the City winger, currently on loan at BK Hacken, made a huge impact on proceedings.
Fridolina Rolfo opened the scoring for the Swedes on 17 minutes only for Frida Maanum and Karina Saevik - assisted by Blakstad - to give the visitors the lead following goals on 50 and 60 minutes.
Nathalie Bjorn drew the scores level again at 2-2 on 83 minutes before drama at the death.
Olivia Schough gave the hosts the lead once again on 90+1 before Blakstad set up Maanum for a dramatic late equaliser in the 96th minute.
Kerstin Casparij played the final 23 minutes for Netherlands as the Dutch defeated Poland 4-1 in a home friendly.
Casparij was a second half substitute for Stefanie van der Gragt.
Weronika Zawistowska opened the scoring for the Poles on 32 minutes but the hosts drew level just before half-time via an own-goal from Małgorzata Grec.
The Dutch came on strong after the break, winning the game after goals from Lineth Beerensteyn, Lieke Martens and Jill Roord.
