Wiegman’s side host Northern Ireland at Wembley Stadium on Saturday 23 October at 17:15 (UK time), before travelling to Latvia on Tuesday 26 October (18:30).
The latest squad announcement sees Walsh return to international duty, following a calf injury which ruled her out of September’s fixtures.
Ballon d’Or nominee White, who was named England’s Player of the Year, is three goals away from equalling the Lionesses’ all-time goalscoring record set by Kelly Smith.
Captain Steph Houghton (Achilles), goalkeepers Karen Bardsley (hamstring) and Ellie Roebuck (calf), Esme Morgan (lower leg fracture), Lucy Bronze (knee) and Chloe Kelly (ACL) miss out through injury.
Meanwhile, Caroline Weir will return to the Scotland squad for October’s games against Hungary and Sweden.
The City midfielder - Scotland’s Player of the Year for 2020 and one of only two Scots to have made Team GB’s Olympic squad over the summer - has been restored to Pedro Martínez Losa’s side, having missed September’s opening World Cup qualifiers with a knee injury.
Scotland continue their qualifying campaign, hosting Hungary at Hampden Park on Friday 22 October in a 19:35 kick-off.
They currently sit second in Group B with six points from their two games, having defeated Hungary 2-0 in Budapest and the Faroe Islands 7-1 in Glasgow.
Losa’s side then face Olympic silver medallists Sweden (featuring summer recruit Filippa Angeldahl) in a friendly on Tuesday 26 October, kicking-off at 19:05 at the SMiSA Stadium, Paisley.
Angeldahl’s Sweden, who top Group A with victories over Slovakia and Georgia - the midfielder on the scoresheet on Matchday Two - continue their World Cup qualifying campaign with a trip to the Republic of Ireland on Thursday 21 October (20:00).
Elsewhere, Jess Park has also been selected in England’s Under-23s squad to face Belgium, as Sarina Wiegman looks to increase opportunities for promising players in the senior pathway.
The youngsters will travel to the Stade Leburton in Tubize for the international fixture on Monday 25 October (13:30), with experienced coach Mo Marley returning to guide the squad on an interim basis.
