However, Pep Guardiola has confirmed John Stones and Phil Foden are available for selection again after returning to full training earlier this week.
Having named just six substitutes for last weekend’s trip to Burnley, Guardiola says the return of Stones and Foden means he is now in a position to utilise a full 18-man matchday squad again.
“Sane no, Foden yes, Silva no, Jesus no, Stones yes,” Pep said when asked about the fitness of his players.
“There will be 18 on the bench, so Gary Neville can be happy. I am happy to have them.”
Silva is yet to fully recover from the kick to the hip he received during the 3-0 win over West Brom nine days ago and Guardiola did not indicate when he will be ready to play again.
Sane, who suffered ankle ligament damage during the game at Cardiff recently, returned to light training this week and is recovering well but is yet to do any ball work and is unlikely to be back in time for Tuesday’s trip to Basel in the Champions League.

And Jesus is closing in on a return, with Guardiola confident he will be back within a fortnight.
“I don’t think so,” Guardiola said when asked if Sane could play on Tuesday. “He is much better, but he is still not ready. He is just running.”
“But Gabriel is coming back soon - maybe seven days, 10 days, two weeks.”
