The 25-year-old has agreed a two-year contract and becomes our fourth signing of the summer, joining new arrivals Lauren Hemp, Caroline Weir and Gemma Bonner.
Wullaert, Belgium’s all-time leading goalscorer, will wear the number 25 shirt and she says she can’t wait to get started.
“This is such a great place, where everything is a place for football,” she told CityTV. “I think it’ll be great to work and train here, and I’m really excited and looking forward to it.
“There was only one club [in England] I wanted to play at, and I told my manager ‘I want to play at City’, so let it begin.”
City boss Nick Cushing believes Wullaert’s arrival will bring additional quality as we look to challenge for silverware again next season.

And Head of Women’s Football Gavin Makel added: “This is a significant signing for us. Tessa has shown throughout her career she can score goals that propel teams to success.
“Her record speaks for itself and we’re delighted she’s decided to join us.”
Wullaert started her career at SV Zulte Waregem, where she played for four years having come through the club’s youth ranks, before moving to Anderlecht in 2012 after the formation of the BeNe League, a joint venture involving teams from both Belgium and Holland.
It was while she was with Anderlecht she collected her first piece of silverware, the 2013 Belgian Women’s Cup.
But after one season she joined Standard Liege and again lifted the Belgian Women’s Cup. Her second season was even more successful as she won her first BeNe League title, finishing as top scorer with 18 goals.
She moved to German side Wolfsburg in 2015 and enjoyed huge success, winning three-consecutive DFB-Pokal Cups and the 2017 Bundesliga title.
She made her full international debut in 2011 against Russia and is now the country’s greatest-ever goalscorer with 39 goals in 71 appearances.
